New York recognizes three classes. Whee! bikes are Class 1 — the most permissive category in the city.

New York state law requires helmets for riders ages 1–13. For riders 14 and older, helmets are legally optional — but strongly recommended.
Working cyclists (e.g. delivery riders) aged 16–17 are also legally required to wear a helmet.
